Hormesis. And social toxicity.

Hormesis treats of toxic substances. It theorises that small but not tiny doses of a toxic substance, trigger the immune system to learn much better how to defend against toxic substances. Obviously large doses of a toxin are harmful, sometimes deadly. 

So does hormesis also apply within social organisation? That is, does a small dose of social toxicity, like so called hate speech, deliver to the recipient a much stronger defence mechanism to utilise well in the future? And is deliberately blocking hormesis through the law, harmful to the citizen?
