There will always be a latent civil war going on when society is hierarchical

There will always be a latent civil war in society which is hierarchical. 

Between:

  1. 'The Obedient' citizens wanting to get reward by status(slaves essentially) and 
  2. 'The Disobedient' citizens who prefer to meet their own obligations. 

The one needs a Master, the other is free and autonomous. 

The nominal civil war people are implying lately is merely the more intense and visible form of this. 

You must think more deeply: people get rewarded for this behaviour, with status. It is classic state incentive. But you are right, people cannot be forced to act without honour - its a free choice which comes with its hierarchical rewards - that is, if you act and play the victim and support a Master, others will allow you to be in their team run by that Master. It's a classic way all governments use to control people, at scale. Learn Orwell and 1984 by heart, use it to exploit.

e.g. All slaves in the Southern states could have run to the free land at any time. But they chose, by free choice, to support their Master - because the rewards were slightly better. Could there be a more perfect exposition than modern day UK and USA?
