Is stochastic terrorism, still terror, if we're already fighting a civil war?

ISTM there are 2 sides fighting as enemies. Both are fighting to gain power. There is no moral ground either can claim any more. It's no use saying one side or the other has rights. This is a war. It's just that leaders on both sides do not have the courage to declare it yet. You will never find them on the front line in the modern world. So they wait until they feel they can win. And the fools who keep electing them will die in huge numbers.
